To ask the Minister for Employment Affairs and Social Protection the reason a humanitarian assistance scheme application was refused for a person (details supplied) in County Donegal whose electricity supply was out for over five days following Storm Éowyn, and who does not have home insurance; and if he will make a statement on the matter. Supports under the Humanitarian Assistance Scheme (HAS) are available under 3 separate stages. I refer to person’s application for HAS stage 1 following Storm Éowyn.

The HAS stage 1 is in place to address immediate hardship in the aftermath of the storm and provides emergency support payments to cover food and other essential costs in the immediate aftermath of the event only. The scheme does not provide general compensation and does not pay for damage that is covered by insurance policies, such as spoiled freezer food, nor does it cover commercial, agricultural, or business losses.

Following the receipt of additional information from the person about their claim, they has been awarded €137.50 which has issued to them by cheque.
