The Residential Institutions Redress Scheme (RIRS) was established in 2002 to provide fair and reasonable awards of redress to individuals who, as children, suffered abuse while resident in a range of institutions, including the institution referred to by the Deputy.

The scheme, which was administered by the Residential Institutions Redress Board, had an original closing date of 31st December 2005, but the Board was able to accept applications after that closing date where exceptional circumstances existed.

There were extensive communications and outreach activities to raise awareness of the board among those eligible to apply. The Board continued to accept late applications for a period of almost nine years until the enactment of the Residential Institutions Redress (Amendment) Act, 2011 which removed the Board’s power to accept late applications received after 17 September 2011.
