Under the mandate provided to Enterprise Ireland in the Industrial Development Act, Enterprise Ireland can support manufacturing companies and selected sectors within internationally traded services. The specific sector that can be supported under internationally traded services are listed in S.I. No. 81/2010 - Industrial Development (Service Industries) Order 2010.
Pubs, restaurants, and nightclubs are not deemed to be eligible sectors for support under the mandate provided to Enterprise Ireland in the Industrial Development Act.
Drinks manufacturers can receive supports from Enterprise Ireland. Over the decade from 2014 to 2024 over €20 million has been paid to companies in the drinks sector. The companies within the drinks sector comprise both alcohol producers and producers of non-alcoholic drinks.

Over the past 10 years many alcohol producers, such as Micro-Breweries and Distilleries, across the country have availed of direct grant assistance through the Local Enterprise Offices (LEOs). It should be noted that direct financial grants (Measure 1) are specifically designed for growth or exporting and are aimed at those in the manufacturing and internationally traded services sectors. This category of grants cannot be provided to businesses in areas such as personal services, local retail, or local professional services as it may give rise to displacement of businesses in the locality.
At present, the LEO Grant Management Information System lacks the capability to filter or categorize applicants by sectoral data such as alcohol production. The LEO Policy Statement includes a joint commitment by Enterprise Ireland and my Department to build capacity of the LEO Network and to ensure its services can meet the needs of its clients. Enterprise Ireland is leading a digital transformation programme, that will deliver at its core, several technology platforms, including a new Client Relationship Management System (CRMS).
The current technological limitations extends to the broad range of LEO Management Training and Development and Productivity supports that are available to all small businesses through the LEOs - such as Grow Digital, Digital for Business, Green for Business and the Energy Efficiency Grant. The current systems available to LEOs do not include the ability to accurately track recipients within the broader cohort of pubs, restaurants, nightclubs, and alcohol producers.
