519. To ask the Minister for Enterprise, Trade and Employment if all persons that are recruited to work in his Department and all the related agencies of his Department are fully vetted before they are employed by his Department and or said agencies. [11081/25]

As the centralised provider for recruitment services for the Civil Service, PublicJobs complete the vetting process on my Department’s behalf when we draw down from PublicJobs panels.

Persons who are recruited via our recruitment licence, or open recruitment, are Garda vetted before they receive a contract of employment. This process is carried out through the Garda Vetting Portal.

It is important to note that while there is a legal requirement to have Garda vetting under the National Vetting Bureau (Children and Vulnerable Persons) Act for roles that involve regular contact with children and vulnerable adults this is not a mandatory requirement for all public service jobs in Ireland. Several of my agency's staff do not have regular contact with children or vulnerable adults when discharging their professional duties.

However, as a matter of course the following agencies under my remit do have Garda vetting as standard in their recruitment process:

Corporate Enforcement Authority

National Standards Authority of Ireland

Health & Safety Authority
