The Public Service Management (Recruitment and Appointments) Act, 2004 states that the Minister for Public Expenditure and Reform (in consultation with Minister for the Environment, the Minister for Health and the Minister for Justice) should appoint members of the Board of the Public Appointments Service. The Board is meant to be representative of its client base.
The Act also specifies that in appointing persons as members of the Board the Minister shall ensure that at least 2 of them have either or both civil service and other public service experience and knowledge which the Minister considers relevant, and at least 2 of them have expertise in human resource management, customer service and recruitment outside the public service which the Minister considers relevant.

The OPW has responsibility on behalf of the State for managing, maintaining and developing a substantial and complex estate - comprising approximately 2,500 properties including office buildings, Garda properties, heritage properties, visitor centres and national monuments. The OPW also has responsibility for the funding and delivery of flood relief projects across the country and works with local authorities on the delivery of these schemes.
The total amount invested in OPW's projects through its Vote 13 capital allocation within the estimates process over the past five years is as follows:
