Carer's Allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the State and who is providing full-time care and attention to a child or an adult who has such a disability that as a result they require that level of care.

I can confirm that CA has been in payment to the person concerned for their first care recipient since 30 September 2021.

An application for CA for a second care recipient was received from the person concerned on 26 November 2024.

A request for further information issued to the person concerned on 2 December 2024.

Following receipt of the requested information, the application was examined by a Deciding Officer and the person concerned was awarded CA for the second care recipient, effective from 6 April 2023.

The person concerned was notified of this decision in writing on 17 January 2025 and the first payment issued to their nominated bank account on 23 January 2025.

The person concerned will receive their arrears on 6 March 2025. They were notified of this in writing on 3 March 2025 and advised that arrears would cover the period from 6 April 2023 to 15 January 2025.

I hope this clarifies the position for the Deputy.
