To ask the Minister for Transport, Tourism and Sport the Statutory Instruments he envisages being brought forward and signed by his Department during the first six months of 2025; to highlight in particular those concerned with the transposition and or implementation of further implementation of EU law requirements; those Statutory Instruments concerned with commencement of existing legislation; and if he will make a statement on the matter. My Department anticipates up to 37 Statutory Instruments being brought forward for my approval and signature as set out below within the first six months of 2025. Most of these relate to transposition of EU legislation.
1. Statutory Instruments relating to EU legislation:
S.I. transposing Commission Delegated Directive (EU) 2025/149 by amending S.I. No.651 of 2010, European Union (Transport of Dangerous Goods by Rail) (Amendment) Regulations 2010. |

S.I. implementing EU Regulation 2024/1258 regarding minimum requirements on minimum breaks and daily and weekly rest periods in the occasional passenger transport sector. |
S.I. implementing the Protocol to the Interbus Agreement regarding the international regular and special regular carriage of passengers by coach and bus. |
S.I. No. 27/2025 - European Union (Road Transport Activities Checks) Regulations 2025. An S.I. to consolidate previous Road Transport Activities Checks Regulations to give further effect to Directive 2006/22/EC of the European Parliament and of the Council of 15 March 2006, as amended by Commission Delegated Directive (EU) 2024/846 of 14 March 2024. |
S.I. No. 28/2025 - European Union (Occupation of Road Transport Operator) (Amendment) Regulations 2025. An amending S.I. to give full effect to Article 18 of Regulation (EC) No 1071/2009 of the European Parliament and of the Council of 21 October 2009 establishing common rules concerning the conditions to be complied with to pursue the occupation of road transport operator, and full effect to Article 14(1) of Section 1 of Part A of Annex 31 to the EU-UK Trade and Cooperation Agreement. |
S.I. to amend the European Communities (Vessel Traffic Monitoring and Information System) Regulations 2010 to take account of an amendment to Directive 2002/59/EC of the European Parliament and of the Council of 27 June 2002 establishing a Community vessel traffic monitoring and information system and repealing Council Directive 93/75/EEC. |
S.I. to amend the European Union (Training, Certification and Watchkeeping for Seafarers) (Amendment) Regulations 2014 to take account of Directive (EU) 2022/993 of the European Parliament and of the Council of 8 June 2022 on the minimum level of training of seafarers (codification) and amendments in relation to the description of certain areas of partially smooth waters. |
S.I. to give further effect to Regulation (EU) 2018/858 in relation to SERMI operators. |
S.I. to to give further effect to the requirements of Regulation (EC) 2019/2144 of the European Parliament and of the Council of 27 November 2019 in relation to Speed Limitation Devices. |
S.I. giving effect to Regulation (EU) 2023/2405 of the European Parliament and of the Council of 18 October 2023 on ensuring a level playing field for sustainable air transport (ReFuelEU Aviation) in relation to the designation of competent authorities. |
S.I. to give further effect to Regulation (EU) 2019/1020 to designate the Irish Aviation Authority as the Market Surveillance Authority for Unmanned Aircraft Systems. |
