100. To ask the Minister for Culture, Heritage and the Gaeltacht to detail any EU legislation required to be transposed into Irish law and awaiting referral to an Oireachtas committee from his Department; and if he will make a statement on the matter. [10229/25]

The following draft legislation under my Department arises from EU legislation:

Short Term Letting and Tourism Bill

The proposed Short Term Letting and Tourism (STLT) Bill will provide the statutory basis for the establishment of a register for Short Term Lets in Ireland and for the implementation of the new EU Short Term Rental (STR) Regulation which was adopted by the EU on 11 April 2024 and is applicable from 20 May 2026.

The revised and retitled Short Term Letting and Tourism Bill General Scheme is required to be brought to Government for approval to enable a conclusion of the TRIS process and to proceed with drafting of the Bill European Media Freedom Act (EMFA).

The European Media Freedom Act (EMFA) is an EU regulation which will apply from 8 August 2025 for the majority of provisions. The Act will be implemented in Ireland through:

  • The Media Regulation Bill
  • The purpose of the Media Regulation Bill is to transpose the European Media Freedom Act (EMFA). In particular, the Bill will amend the media merger regime under the Competition Act, establish rules in relation to transparency of state advertising and assign a number of functions required by EMFA, primarily to the media regulator, Coimisiún na Meán
  • The Broadcasting (Amendment) Bill
  • The purpose of the Broadcasting (Amendment) Bill is to reform the legislative basis for the corporate governance of RTÉ and TG4, in line with the recommendations of the Expert Advisory Committee on Governance and Culture in RTÉ. It will also enhance the system of assessing the performance of RTÉ and TG4, and provide for the establishment of a statutory media fund in line with the recommendations of the Future of Media Commission. The Bill will also implement EMFA provisions related to the independence of public service media
  • The European Union Media Freedom Act Regulations 2025
  • The European Union Media Freedom Act Regulations 2025 were signed on 6 February 2025. These Regulations give effect to certain provisions of the European Media Freedom Act, specifically in relation to the information gathering and cooperation powers of Coimisiún na Meán
The Department of Justice is also responsible for ensuring certain elements of the European Media Freedom Act (EMFA) compliance, related to the protection of journalistic sources.
