561. To ask the Minister for Agriculture, Food and the Marine the criteria for selection for preapproval, payment claim and supervisory inspections for TAMS grants; and if he will make a statement on the matter. [9160/25]

The selection of cases for inspection under the TAMS Scheme occurs through a combination of risk analysis and random selection. A total of 5% of cases are pre-selected at both pre-approval stage and payment claim stage. Of these pre-selected cases, 30% of the monetary value of these cases are randomly selected and the remaining cases are selected based on risk analysis. The risk analysis selected cases are weighted towards high value applications and applications for mobile investments.

In addition, supervisory inspections are carried out on up to 1% of cases pre-selected for inspection. Further to the pre-selected cases, files may be nominated for an inspection due to deficiencies found during processing that cannot be resolved by query letters and submission of additional documentation.

To ask the Minister for Agriculture, Food and the Marine the length of time after a payment claim inspection in respect of a TAMS grant has been carried out, that an applicant has to wait for supervisory inspection if selected for one; or if no issue is raised at a payment claim inspection, the length of time before a payment should issue; and if he will make a statement on the matter. My Department ensures that decisions and payments are made within the deadlines as agreed under the Department's Farmers' Charter of Rights 2023 -2027.

In the event of a payment claim inspection being required, my Department issues a letter within 20 working days of the date of inspection, setting out the nature of the query and the likely consequences if not resolved.

Supervisory inspections are carried out on up to 1% of cases pre-selected for inspection. In addition to the pre-selected cases, files may be nominated for an inspection due to deficiencies found during processing that cannot be resolved by query letters and submission of additional documentation.

Payment is approved within two months of the receipt of the claim for payment (including valid supporting documents) and the completion of investments in accordance with specification. Payment will issue to 100% of cleared cases within three weeks of approval for payment, when it has been determined that the work has been completed in accordance with the terms and conditions of the scheme.

As applications are dealt with on a case by case basis, and are dependent on all information being submitted within expected time lines, there may be occasions where more complex cases may not be dealt with within the agreed time frame.
