520. To ask the Tánaiste and Minister for Justice and Equality if he will outline the proposed timeline to legislate for a shared fraud database as outlined in the Programme for Government; and if he will make a statement on the matter. [9371/25]

The Programme for Government commitment referred to by the Deputy relates specifically to the information-sharing database that Banking & Payments Federation Ireland plans to develop on behalf of its members. The proposed database will allow participating financial institutions to share certain information for the purposes of helping to identify and prevent fraud.
Legal advice provided to my Department is that the proposed database will require an authorising legal basis by way of regulations under the Data Protection Act.
As noted in the National Payments Strategy which was launched by the Minister for Finance in October, it is intended to develop this legislation in 2025.
That work is underway in my Department and I look forward to bringing forward the regulations as soon as possible.
