Departmental Projects

516. To ask the Tánaiste and Minister for Justice and Equality the number of projects, currently under construction or stalled in construction, which are part or wholly funded through the international investor programme; and if he will make a statement on the matter. [9351/25]

At the outset, it is important to note that, as Minister, I do not comment on individual Immigrant Investor Programme (IIP) applications.

The 'applicant' in the IIP process is the proposed investor and not the project owner. The State has no responsibility in relation to the delivery of any project or the performance of an investment under the Programme; these are a private matter between the investor and the project owner. It is a matter for the project owner to ensure delivery on an approved project within the timeframe set out in its own business plan.

There were a number of different investment types provided for under the IIP Scheme, not all of which involved construction projects; by way of example, some projects involved the acquisition of equipment. It is also the case that not all projects were intended to be fully funded under the IIP Scheme; alternative sources of funding were also identified to support the delivery of projects.

The IIP Unit of my Department does not hold records in relation to projects involving construction in such a manner that the current status (e.g. planning, tendering, construction etc.) of all such projects can be readily or accurately ascertained.

Since the closure of the programme, the IIP Unit has continued to process and submit IIP project proposals to the Evaluation Committee for consideration and recommendation. At present, there are approximately 100 Immigrant Investor Programme project proposals undergoing, or awaiting, such consideration.

My Department’s IIP Unit is committed to ensuring that all applications will be examined on their own merits and will endeavour to conclude all decisions in a timely manner.
