The Programme for Government commits to introducing a new, all-of-government national housing plan to build on the robust platform laid by Housing for All and to support delivery of more than 300,000 new homes by the end of 2030.
A number of priority actions from the Programme for Government with the potential to make the most immediate impact, including establishing a Strategic Housing Activation Office, are being actioned and further new proposals for measures to help scale up delivery further in the short to medium-term to meet these targets are generally being considered in the context of the new plan.

Government is fully committed to working with all stakeholders to deliver social, affordable and cost rental homes at scale and to continue accelerating housing supply across all tenures. The overall capital funding available for housing in 2025 is now over €6.5 billion. With this increased funding, the Government’s ambition is to build on the progress made to date under Housing for All, and deliver 303,000 home in the period from 2025 to 2030 equating to an annual average of 50,500 homes per year, building up to 60,000 in 2030. The revised targets were informed by research and modelling by the Economic and Social Research Institute (ESRI) on population projections and housing demand which was published in 2024. These revised national housing targets will inform the revision to existing social and affordable housing targets at a local authority level and work is ongoing in this regard.
The Government is committed to supporting all local authorities in the delivery of their Housing Delivery Action Plans. The Affordable Housing Fund (AHF) is available to all local authorities to assist towards the cost of developing affordable housing at locations where significant affordability needs have been identified. My Department, the Housing Agency and Housing Delivery Co-ordination Office of the Local Government Management Association continue to be available to assist local authorities in relation to ongoing development of their affordable housing delivery programmes.
In addition, my Department is working closely with Approved Housing Bodies, the Land Development Agency and other housing delivery stakeholders to accelerate the delivery of social and affordable housing.
My Department publishes comprehensive programme level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities and Approved Housing Bodies (AHBs). Data up to and including the third quarter of 2024 is published on the statistics page of my Department’s website, at the following link:
My Department also publishes the Social Housing Construction Status Report (CSR). The CSR provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes. All such reports up to the third quarter of 2024 are available at the following link:

The management and maintenance of Dublin City Council’s (DCC’s) housing stock is strictly a matter for the Local Authority. As such the housing conditions of residents of Cromcastle Court are a matter for DCC.
My Department has provided Stage 2 Approval for the redevelopment of the Flat Complex at Cromcastle Court. This project is expected to deliver 149 Social Housing units upon completion.
