334. To ask the Tánaiste and Minister for Justice and Equality the commencement date of the new Policing, Security and Community Safety Act 2024; and if he will make a statement on the matter. [8956/25]

Since the Policing, Security and Community Safety Act 2024 was signed by the President on 7 February 2024 intensive work has been underway in my Department working closely with our programme partners to prepare for commencement. I intend to commence the Act within the next month.

When the Act is commenced, it will provide for:

  • a new Policing and Community Safety Authority (replacing the existing Policing Authority and Garda Síochána Inspectorate);
  • the restructuring of GSOC to Fiosrú – the Office of the Police Ombudsman;
  • a new Garda Board;
  • a new Office of the Independent Examiner of Security Legislation; and
  • a new National Office for Community Safety.
The recruitment of senior executives, office holders and Board/Authority members for these new and reformed bodies has been completed. They will stand appointed in their roles when the Act is commenced. The formal appointment of the Police Ombudsman will be made by the President on the day the Act is commenced.

A suite of necessary secondary legislation is being finalised with the Office of Parliamentary Counsel and I will be bringing these Regulations to Government for approval shortly.
