211. To ask the Minister for Finance if he will liaise with the Revenue Commissioners with a view to alerting taxpayers when a significant tax deduction which heretofore had not been taken by them is due, as an unexpected and unanticipated tax deduction, for example in the case where tax had not been paid on income for a short period of time, can lead to distress; and if he will make a statement on the matter. I am advised by Revenue that where a change is made to a taxpayer’s record which may result in a significant tax deduction, the taxpayer will be placed on a Week One/Month One basis. This ensures that any liability arising on an increase in income will only be collected for the current pay period without reference to the income earned in the year-to-date. This practice mitigates any potential hardship caused by a significant deduction of tax occurring. A notification of such changes will issue to the person concerned, via a revised Tax Credit Certificate.
If the Deputy is aware of a specific taxpayer that requires assistance, he can provide the details through the Oireachtas Helpline telephone number and Revenue will make direct contact with the taxpayer.
