As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. However, I am not involved in the day-to-day operations of public transport. The National Transport Authority (NTA) has responsibility for the regulation of fares charged to passengers in respect of public transport services provided under public service obligation (PSO) contracts.
In light of the NTA's responsibility in this area, I have forwarded the Deputy's question to the Authority for direct reply. Please advise my private office if you do not receive a response within ten working days.

The Electric Small Public Service Vehicle Scheme (eSPSV) supports the uptake of EVs in the SPSVs sector (taxis, hackneys, and limousines).
In recognition of the important role the sector plays in decarbonizing the broader transport system, the scheme increased from €2m in 2020 to €15m in 2021, 2022 and 2023.
The scheme continued in 2024 with an allocation of €11.5m, with an additional €2m approved to meet demand at end of year.
Funded by the Department of Transport, and administered by the National Transport Authority of Ireland (NTA), the eSPSV25 Grant Scheme was relaunched by Minister O’Brien on the 17th of February 2025 and has been allocated €12.5 million.

The National Sustainable Mobility Policy and its associated Action Plan 2022-2025 includes an action to establish an annual National Sustainable Mobility Forum to engage with relevant transport stakeholders. The policy sets out that representatives from relevant transport providers (public and private) and trade unions; local authorities; advocacy groups for transport users, including cyclists, pedestrians, disability, passenger and consumer representatives; academics; environmental interests and regulators would be invited to participate. The first Forum was held in 2023.
Last year’s Forum, which took place on 23 May 2024, focused on reviewing progress under the National Sustainable Mobility Policy, and gave consideration to the structural, behavioural and societal changes that would be required to meet future transport needs, including halving transport emissions by 2030 and climate neutrality by 2050. Approximately 180 stakeholders attended the event last year, where a particular emphasis was placed on hearing from youth and community representatives . A link to the report from this Forum can be found at .
A full list of invitees is set out below. Please note that not all of the invited organisations attended the event.
