To ask the Minister for Communications, Climate Action and Environment the number of homes retrofitted to a BER B2 standard or higher in each of the Government’s schemes, broken down by scheme, in each year from 2020 to 2024 and to date in 2025; and if he will make a statement on the matter. My Department funds a range of SEAI supports to make it easier and more affordable for homeowners to undertake home energy upgrades, for warmer, healthier and more comfortable homes, with lower energy bills and emissions. In addition, funding is provided by the Department of Housing, Local Government and Heritage for the retrofit of social housing under the Local Authority Energy Efficiency Retrofit Programme.

During the period 2020 to end January 2025, just over 176,000 energy upgrades were supported by the Government. Of these, almost 64,700 were to a BER B2 level or higher. Expenditure by the SEAI on residential and community energy upgrade schemes increased from €77 million in 2020 to a record €421 million last year.

This year, the SEAI budget for these schemes is approximately €550 million which will support over 64,500 home energy upgrades. In addition, a budget of €90 million has been provided by the Department of Housing, Local Government and Heritage for the Local Authority Energy Efficiency Retrofit Programme this year.
