360. To ask the Minister for Enterprise, Trade and Employment for a progress update on the 40 actions detailed in Powering Prosperity – Ireland’s Offshore Wind Industrial Strategy which are to be completed by the end of 2025, in tabular form; and if he will make a statement on the matter. My Department published Powering Prosperity – Ireland’s Offshore Wind Industrial Strategy in March 2024 to ensure that Ireland captures the value of the supply chain to deliver an OWE sector of scale and maximises the economic impact of the future end-uses of this renewable energy. Powering Prosperity was developed as part of close ongoing collaboration between my Department and other Government Departments and agencies within the Offshore Wind Delivery Taskforce, as well as with industry.

My Department is overseeing the implementation of the Strategy’s 40 actions, maintaining close contact with action owners across Government Departments and Agencies. As set out in Powering Prosperity, my officials are currently preparing a progress report on the implementation of the Strategy, which will provide an update on the progress of all 40 actions to date. I expect to bring this progress report to Government in the coming weeks and to publish it early in Q2.

In the meantime, I can tell you that all but two of the actions are complete or in progress. The following are among the actions completed:

  • the establishment of an annual joint offshore renewable energy event with Scotland, designed to increase cooperation between the two countries in the sector, the first of which was held in Dublin and Cork last June (action 23)
  • an RD&I Showcase and Access to Finance Event as part of Enterprise Ireland’s Offshore Wind Forum 2024 (action 30); and
  • a fact-finding mission to Denmark in December to understand how an active enterprise ecosystem for offshore wind has developed there, as well as learning about the ambitions of Danish companies in the sector and the approach of the Danish Government to facilitating offshore wind energy (action 21).
Further details on these and the other actions will be provided in the progress report in the coming weeks.
