328. To ask the Minister for Public Expenditure and Reform the cost of the EY Capital Project and Programme Delivery Capability Review commissioned in 2021; and if he will make a statement on the matter. [7269/25]

The report Supporting Excellence: Capital Project and Programme Delivery Capability Review was produced by EY on behalf of the Department and was published in January 2021. The cost of the report was borne by the European Commission through their Structural Reform Support Programme (now named the Technical Support Instrument), so is a matter for the Commission. There was no direct cost to the Irish Exchequer for this report.

The report identified a range of strengths and weaknesses in the public capital delivery system and it highlighted that there were many examples of best practice throughout the public service but there are also some areas where enhancements were required. The report identified that challenges existed, particularly in sectors that had limited experience in substantial capital programme delivery.

Many of the solutions proposed in the report were supportive of the reform agenda already taking place, including developing an external assurance review process for major infrastructure projects and connecting construction professionals; while other recommendations addressed a need for clear and coordinated supports from the centre. Building on these developments six priority actions were implemented to improve the delivery of the NDP in March 2023.
