To ask the Tánaiste and Minister for Justice and Equality the recognition rate, including appeals, for all international protection applicants, and the recognition rate, including appeals, for applicants from designated safe countries of origin, for all of 2024; and if he will make a statement on the matter. I can assure the Deputy that I am fully committed to ensuring that Ireland’s International Protection system is robust and rules based, and that our borders are protected. In 2024 the International Protection Office (IPO) delivered over 14,000 first decisions compared to over 8,500 in 2023, while the International Protection Appeals Tribunal (IPAT) closed around 3,100 appeals in 2024 compared to over 1,700 in 2023.

This substantial increase in processing results from investment in increased staffing levels, technology and infrastructure, as well as the increased use of panel members and Tribunal members at the IPO and IPAT respectively.

Accelerated processing was introduced in November 2022 and it now applies to those from designated safe countries of origin, applicants who have received protection elsewhere in Europe and citizens of countries from which there are the largest number of applicants.

The table below shows all first instance decisions made in 2024 and to 14 February 2025.

When the IPO issues a negative first instance decision, all applicants have the right to appeal to the International Protection Appeals Tribunal (IPAT).

In 2024 the IPAT completed 3,098 appeals overall. Of these 3,098 appeals, 211 were withdrawn prior to decision. Of the 3098 appeals, 819 (26%) of the completed appeals to the IPAT were successful.

As part of the overall number of completed appeals in 2024 1,613 were Accelerated IP appeals. Of these 1,613 appeals, 105 were withdrawn prior to decision. Of the 1,613 appeals, 274 (17%) of the completed appeals to the IPAT were successful.
