To ask the Minister for Employment Affairs and Social Protection if a redress payment from the Historical Institutional Abuse Inquiry in the North of Ireland to a person who is resident in the Republic of Ireland would impact on their State benefits; if a bilateral agreement is in place to avoid this as was the case for previous redress schemes on both sides of the border. There are, currently, no reciprocal arrangements in place to minimise impacts on social security entitlements of redress payments made under the Northern Ireland’s Historical Institutional Abuse Inquiry to persons resident in Republic of Ireland and similarly in respect of redress payments made under comparable schemes in the Republic of Ireland to persons resident in Northern Ireland. Where means arise from redress payments they are treated in line with the existing means assessment processes in both jurisdictions.

My officials work closely with their colleagues in Northern Ireland to ensure that, under the Convention on Social Security agreed between the Irish and British Governments, people receive their social security entitlements. With regard to this particular matter, I have asked my officials to commence a process of engagement with their counterparts in the Department for Communities to seek a satisfactory resolution for all impacted.
