I propose to take Questions Nos. 539 and 565 together.
In line with the Housing Acts 1966 to 2021, the administration of social and affordable housing schemes is a matter for the local authority concerned, in this case Dublin City Council, which also has statutory responsibility for the regulation and enforcement of construction activity for the purposes of the Building Control Acts 1990 to 2014.
The development of the lands at Oscar Traynor Road has the potential to provide very significant additional housing in a strategically important part of our capital city, involving the delivery of 853 social, cost rental and affordable purchase homes with accompanying community and crèche buildings in multiple phases.
Having regard to the scale and importance of this housing development, it has been prioritised for inspection by Dublin City’s Building Control team.
During the course of several building control inspections last year, issues regarding compliance of the works with relevant parts of the building regulations were identified and, in line with standard operating procedures, were brought to the attention of the developer’s on-site project management team.
I understand that the developers are engaging with Dublin City Council regarding the resolution of these issues and are actively working to ensure that all homes in this development will be finished to a high standard and achieve full compliance with building standards.
The imperative is to ensure that this project will continue to be prioritised to ensure that the much needed social and affordable housing will be delivered in good time and in full compliance with building standards and in a manner that will achieve the best outcome for the taxpayer and for prospective homeowners and tenants.
Dublin City Council has advised my Department that it is confident that any compliance issues previously identified can be resolved appropriately without undue delay to the overall project timeframe. It has already advertised 16 Affordable Purchase Homes and remains confident that these will be delivered during the first phase of delivery before the end of this year.
