523. To ask the Minister for Housing, Planning, and Local Government the number of people who have taken up a cost rental equity loan, in tabular form; and if he will make a statement on the matter. [7646/25]

The Cost Rental Equity Loan (CREL) is not available to individuals.
It funds the Approved Housing Body (AHB) sector to provide cost rental homes through low-interest loans over 40 years up to a maximum of 55% of capital costs. Since its inception, CREL has funded 65 projects through five AHBs, delivering 1,175 cost rental designated homes up to the end of Q3 2024.
All designated Cost Rental providers, are obliged to make Cost Rental homes available in line with the provisions of Part 3 of the Affordable Housing Act 2021 and associated Regulations. Cost rents for approved CREL projects must be at least 25% below the prevailing market rents in the area where the units are located. Cost Rental properties must be leased to a tenant whose household falls within prescribed eligibility conditions.
