500. To ask the Minister for Housing, Planning, and Local Government if there has been a directive from the Department to local authorities to limit the number of approved housing body units that can be delivered in a local authority area. [7303/25]

In September 2021, social housing targets were issued to each local authority for the period 2022-2026. Under Housing for All, local authorities are responsible for approximately 60% of new build social homes (including homes delivered under Part V) and Approved Housing Bodies (AHBs) are responsible for approximately 40% of new build delivery (also including homes delivered under Part V). Details of local authority and AHB delivery are set out in the Housing Delivery Action Plans prepared by each local authority. These plans have been published on each local authority’s own website.
My Department and key delivery partners including the Local Authorities, Housing Agency, Land Development Agency (LDA) and the Housing Delivery Co-Ordination Office (HDCO) concluded the adoption of an Affordable Housing “Strategic Co-ordination Protocol” in Q4 2023. A Circular issued in October 2023 setting out the protocol. The protocol proposed that structured and on-going strategic co-ordination engagements would be convened by the Local Authority Housing Directors with the various delivery partners operating within each Local Authority e.g. LDA, Housing Agency, AHB sectoral representation and including my Department and the HDCO where applicable. The protocol and the engagements aim to ensure that the key delivery partners are collectively moving towards better visibility of co-ordinated pipeline agreements between the various affordable housing schemes.
My Department publishes comprehensive programme-level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities and AHBs in each local authority. This data is available to the end of Q3 2024, and is published on the statistics page of my Department’s website, at the following link:
Significant progress is being made to deliver the ambitious targets contained in Housing for All and my Department is working closely with the local authorities, AHBs and other stakeholders to accelerate the delivery of social and affordable housing.

501. To ask the Minister for Housing, Planning, and Local Government the work that has been done in cooperation with the Department of Health with regard to the forward planning for future young adults who have a disability who will have a housing need. [7304/25]

My Department jointly published the National Housing Strategy for Disabled People (NHSDP) 2022-2027 with the Department of Health and the Department of Children, Equality, Disability, Integration and Youth in January 2022 and jointly published the National Housing Strategy for Disabled People 2022 – 2027 Implementation Plan on 22 June 2023. The Strategy and Implementation Plan may be accessed on my Department’s website at the following link:
The Implementation Plan provides for the detailed implementation of the joint National Housing Strategy for Disabled People 2022–2027 developed by the Housing Agency, my Department, the Department of Health and the Department of Children, Equality, Disability, Integration and Youth which sets out the Government’s vision for delivering housing and related supports for disabled people to 2027.
A National Implementation Steering Group, established in February 2023 and chaired by the Housing Agency, has responsibility to oversee and support uniform implementation and monitoring at national and local level of the actions and outcomes of the Strategy. The Group includes broad representation from key stakeholders including the Department of Health and is the primary input mechanism in advancing the implementation of the Strategy.

My Department jointly published the National Housing Strategy for Disabled People 2022-2027 with the Department of Health and the Department of Children, Equality, Disability, Integration and Youth in January 2022 and the Implementation Plan for the Strategy on 22 June 2023. The Strategy and Implementation Plan may be accessed on my Department’s website at the following link: .
The Strategy and Implementation Plan operates under the framework of Housing for All.
My Department supports local authorities and Approved Housing Bodies (AHBs) to deliver social housing for disabled people through varied funding programmes. Housing for disabled people is funded under the capital schemes for local authority housing through the Social Housing Investment Programme (SHIP) and, in particular, the AHBs through the Capital Assistance Scheme (CAS) for the provision of independent living accommodation to meet the needs of people requiring specific categories of needs, including disabled people. While my Department does not hold disaggregated data on disabled housing provided under SHIP, the number of units of housing delivered under CAS for Disabled Households and De-congregation for 2020 to 2023 is set out in the following table:

There were 30 units delivered under CAS for disabled people and decongregation by the end of Q3 2024. Data for Q4 2024 will be available shortly. Information on the category of disability is not available in my Department. This information may be available directly from local authorities or Approved Housing Bodies.
