The Cost Rental Tenant In-Situ (CRTiS) scheme was introduced on 1 April 2023 for tenants in private rental homes who are not in receipt of social housing supports but are at risk of homelessness because a landlord has served a valid Notice of Termination due to an intention to sell the property.
The Local Authority conducts the initial assessment for eligibility of the tenant for this scheme and refers potential cases to the Housing Agency, which is responsible for administering and managing the scheme on behalf of my Department, pending further policy development over the longer term.
The primary tenant eligibility condition for accessing Cost Rental housing also applies for eligibility for the CRTiS scheme, which is a maximum net annual household income (less income tax, PRSI, USC and superannuation contributions) of €66,000 for Dublin and €59,000 in the rest of Ireland. Further details regarding this scheme can be found at the following link: www.housingagency.ie/crtis.
The Housing Agency continues to accept and review referrals from Local Authorities for the CRTiS scheme and I am informed that the Housing Agency has engaged with more than 220 landlords across all Local Authority areas, with a view to the purchase of those homes.
Comprehensive data on social and affordable housing is published on my Department's website up to Quarter 3 2024, including completed acquisitions: www.gov.ie/en/collection/6060e-overall-social-housing-provision/.

My Department provides funding to local authorities under the Disabled Persons Grants scheme to carry out works on social housing stock to address the needs of older people, people with a disability or overcrowded situations. Typical works include adaptations such as stair-lifts, level deck showers, ramps and grab rails, widening door opening widths and improving circulation spaces. Extensions to provide for ground floor bathrooms and bedrooms can also be supported.
Under delegated sanction currently in place, the maximum cost of works in each individual case should not exceed €75,000 and my Department funds 90% of the cost of eligible works. Where the total cost of works to a property is projected to exceed €75,000 and additional funding is sought by the local authority, prior approval from my Department is required.
The detailed administration of this scheme including assessment, approval and prioritisation of applications is the responsibility of local authorities.
