To ask the Minister for Public Expenditure and Reform the procedure that exists to be followed by State bodies to develop or improve IT systems or websites; if the State has in-house capacity to develop IT systems for the use of State bodies; if so, the administrative division in which this capacity is located; if not, if State bodies are expected to procure such services from private for-profit providers on a case-by-case basis; and if the he has conducted a value-for-money or cost-benefit assessment of this procedure. Meeting their policy and service delivery obligations is a matter for each State Body. To support them in this regard, my Department publishes the Infrastructure Guidelines, with which all government departments and all public bodies in receipt of public capital funding must comply, as well as the Public Financial Procedures. My Department puts in place central procurement arrangements including for digital and IT services and resources, which are available to all public bodies to draw upon. My Department also supports individual public bodies with bespoke procurements for digital and IT systems development and implementation and furthermore, works with the IPA to deliver a range of relevant training, including on data and project governance.

Circular 14/2021 sets out the arrangements for my Department’s oversight of Digital and ICT-related initiatives in the Civil and Public Service and the related requirements of those Public Service Bodies (PSBs) that fall within scope. The primary objective is to ensure that digital and ICT related initiatives are appropriately aligned with all relevant government policies and the strategies that support them; and that appropriate governance arrangements are in place. Additionally, this Circular provides for the Peer Review process which specifically applies to digital and ICT initiatives of significant scale, risk and/ or strategic importance. This Circular does not alter other compliance or reporting obligations required of PSBs including under the Infrastructure Guidelines and Public Financial Procedures. Furthermore, PSBs continue to be directly responsible for the delivery of all digital and ICT initiatives, including associated expenditures, as well as engagement with my Department in relation to funding.

The Deputy may wish to be aware that my Department takes lead responsibility for the development and maintenance of gov.ie, which is the main web-site of government Departments, and of Ireland.ie, which is focused on our global audience. My Department also offers the opportunity to avail of a number of ICT services under the Build to Share initiative, should these meet the particular requirements of individual public bodies. Information on the range of potential services available is published in the Annual Report of my Department.
