569. To ask the Tánaiste and Minister for Justice and Equality if his Department is developing any proposals to assist in the relocation of Palestinian citizens to Ireland; if so, if he has met with any Palestinian officials to discuss this matter; if he is developing any proposals to offer a bespoke asylum process for Palestinians; and if he will make a statement on the matter. The Irish Refugee Protection Programme deals with relocation schemes and is currently under the remit of the Department of Children, Equality, Disability, Integration and Youth.

While a specific humanitarian admission programme in respect of Gaza does not exist, all existing immigration arrangements and programmes are open to the persons affected.

Under Section 15(1) of the International Protection Act 2015, a person who wishes to make a claim for international protection in Ireland must be at the frontier of the State or already be present in the State.

There is no provision in national law for making asylum applications while a person is outside the State.
