450. To ask the Minister for Housing, Planning, and Local Government if he accepts that immigration and inward migration are creating significant challenges in terms of meeting housing demand with supply; if his Department has made any recommendations to Cabinet or any other department regarding the impact of immigration and inward migration on housing supply; if he will conduct an analysis on the impact of anticipated levels of immigration and inward migration on future housing demand; and if he will make a statement on the matter. Programme for Government 2025 gives a commitment to introduce a new, all of government national housing plan to follow Housing for All, targeting an ambitious delivery of more than 300,000 new homes between 2025 and 2030.
The targets were informed by research and modelling of population growth, the flow of new households and projected structural housing demand to 2040, which work considered a range of plausible scenarios for net inward migration for the period.
I intend to adopt an agile approach and revisit the housing targets again in 2027 if, reflecting demand and growing industry capacity, refreshed targets are needed for 2028 and subsequent years. Any such refresh will also have regard to the key factors impacting housing demand, including net inward migration.
