To ask the Minister for Public Expenditure and Reform when the review of the Civil Service blended working policy framework will commence; the lead department overseeing this review; if the review will be conducted by an external organisation or internal group; the names of all those involved in the review; the timeline for the review; when is it expected to report; and to whom the review will be submitted to. The Blended Working Policy Framework for Civil Service Organisations was published by my Department in March 2022. The Framework provides broad strategic direction to individual Departments and Offices in the Civil Service in developing tailored policies on blended working that are appropriate to needs of business and employees.
The Framework already provides for reviews, in consultation with stakeholders, on an on-going basis to adapt to any changes required to meet the needs of business and employees, and to incorporate any broader strategies and approaches to new ways of working. Individual Civil Service organisations are encouraged to review their policies regularly to ensure that they continue to meet their business needs.
In this regard in 2024 my Department published a Blended Working Evaluation Model to assist Civil Service organisations in effectively assessing the impact of blended ways of working on the workforce, organisations, and citizens.
The results of these reviews will help to inform future policy direction to ensure that blended working evolves to best serve the workforce and citizens.
