310. To ask the Minister for Education and Skills to outline the exact title of each Minister of State in her Department; to outline their delegated functions and attributable budget heading for each of these functions; the timeframe for when such delegated functions will be formally notified to the Dáil; and if she will make a statement on the matter. There is one Minister of State attached to my department, Mr. Michael Moynihan T.D., who was appointed as the Minister of State with responsibility for Special Education and Inclusion, on the 29th of January 2025.

The effect of a Delegation Order will be to delegate certain powers and duties of the Minister for Education and Youth under the Education Act, 1998, Education (Provision in Respect of Children with Special Educational Needs) Act 2022, and the Education for Persons with Special Educational Needs Act, 2004, to the Minister of State Michael Moynihan TD.

The process for the formal delegation is underway and involves collaboration with Parliamentary Counsel on drafting the Order and Government approval for enactment. It is difficult to be precise in the timings, but this will be concluded in the coming period. The total budget for special education related costs in 2025, within my Department’s Vote 26 overall allocation, is estimated at is €2.9b.
