To ask the Minister for Education and Skills for the position on the Supports for Survivors of Residential Institutional Abuse Bill 2024; for an update on the progress of the Bill and when it will be enacted; to advise if the Nursing Homes Supports Scheme Act 2009 will be reviewed as part of the Bill to ensure that any awards survivors received from the Residential Institutions Redress Board or similar court awards or settlements are not included in any financial assessment of means under the fair deal scheme; and if she will make a statement on the matter. The Supports for Survivors of Residential Institutional Abuse Bill 2024 was published in April 2024 and completed Dáil Committee Stage on 18 June 2024. While the Bill did not progress further before the dissolution of the Dáil in November 2024, Government has committed in the Programme for Government to completing its passage through the Oireachtas and it has been restored to the Order Paper at Report Stage. It is my intention to progress the passage of the Bill in the coming period.
With regard to the Nursing Homes Support Scheme Act 2009, I can confirm that section 20 of the Bill provides for the amendment of that Act to ensure that any awards received from the Residential Institutions Redress Board, or similar court awards or settlements, are not included in any financial assessment of means under that scheme.
