210. To ask the Minister for Finance if his Department has given instructions on the investing strategy of the Irish sovereign wealth funds; if so, if will he provide those instructions; and if he will make a statement on the matter. [4815/25]

The National Treasury Management Agency (Amendment) Act 2014 ("the Amendment Act"), the NTMA sets out ISIF's mandate with regard to the investment of the Fund. Under the "Amendment Act" the Agency has responsibility for determining, monitoring and keeping under review an investment strategy for the Fund (other than directed investments) in accordance with the investment policy for the Fund.
The NTMA, as controller and manager of the ISIF, consulted with the Ministers for Finance and for Public Expenditure, NDP Delivery and Reform in determining and reviewing ISIF’s investment strategy as required under Section 40(3) of the Amendment Act. The current ISIF Impact strategy, which was consulted on in 2022, is published on the ISIF website, .
As set out in the Future Ireland Fund and Infrastructure, Climate and Nature Fund Act 2024 (“the Act”), the NTMA is mandated to determine the investment strategy for each of the Future Ireland Fund (“FIF”) and the Infrastructure, Climate and Nature Fund (“ICNF”). In determining the investment strategies for each of the FIF and ICNF, the NTMA consulted with the Ministers for Finance and for Public Expenditure, NDP Delivery and Reform, as required under Section 7(3) and Section16(3) of the Act. Those interim investment strategies have been published on the NTMA website (www.ntma.ie).
