454. To ask the Tánaiste and Minister for Justice and Equality the number of social enterprises using the Immigrant Investor Programme process since 2020; the projects and location of each; if funding to the enterprises was subject to one or more approvals; the projects which secured additional funding following the closure of the scheme; the dates on which such approval, if any, was granted, in tabular form; and if he will make a statement on the matter. At the outset, it is important to note that, as Minister, I do not comment on individual Immigrant Investor Programme (IIP) applications.

My Department does not currently publish the details of individually approved IIP projects or the investments received due to commercial sensitivities. The data requested by the Deputy is not collated in such a way as to differentiate ‘social enterprises’ from other projects or investments.

Since the closure of the programme, the IIP Unit has continued to process and submit applications to the Evaluation Committee for consideration and recommendation. My Department’s IIP Unit is committed to ensuring that all applications will be examined on their own merits and will endeavour to conclude all decisions in a timely manner.

A small number of approved projects submitted requests for additional funding for their project prior to the closing of the programme. These applications for additional funding, subject to continuing to meet the IIP criteria, were submitted to the Evaluation Committee for consideration based on the criteria previously agreed for dealing with such requests. This process only applied to approved projects which had submitted a request for additional funding prior to the closing date of the programme. No other such requests from projects for additional funding were considered. It is important to note that such funding requests related to funding from prospective investors. My Department does not receive or hold funds at any stage in the IIP process.

Further details concerning the processing of outstanding IIP applications is published on the Immigration Service Delivery website of my Department, including an FAQ document. Both can be accessed at the following link:
