I propose to take Questions Nos. 422 and 450 together.

As the Deputy will be aware, the Programme for Government commits to bringing the National Cyber Security Centre (NCSC) under the remit of the Department of Justice. The approach to managing the reorganisation of Departmental structures or functions is set out in the Transfer of Functions Guidelines and Best Practice Handbook - www.gov.ie/en/publication/a490d1-transfer-of-functions-guidelines-and-best-practice-handbook/.

My Department and the Department of the Environment, Climate and Communications are working together to implement the transfer of function which will incorporate the National Cyber Security Centre in the Department. The effective date for the transfer will be determined by a Transfer of Function Order under the Ministers and Secretaries (Amendment) Act 1939 which will require the prior approval of Government.
