625. To ask the Minister for Housing, Planning, and Local Government the body that provides the letter required as part of the application confirming that the applicant is a first-time buyer in relation to the affordable purchase scheme in Galway city that will be taking applications shortly; and if he will make a statement on the matter. In line with Part 2 of the Affordable Housing Act 2021, the administration of affordable purchase schemes, including the processing of applications and the determination of eligibility for affordable housing opportunities, is a matter for the local authority concerned, in this case Galway City Council.

Galway City Council has published detailed guidance on the supporting documentation required by an applicant for an affordable purchase home. This guidance can be accessed at the following link to Galway City's website -

In line with this guidance, an applicant may supply a printout from the Revenue portal confirming that they are eligible or under review for the Revenue Help to Buy scheme which will be accepted as proof of First Time Buyer status at application stage. Alternatively, an affidavit from a Solicitor may be provided to confirm that the applicant has never previously owned a dwelling in Ireland or elsewhere.
