Cybersecurity Policy

100. To ask the Minister for Communications, Climate Action and Environment the number of reports of serious cybersecurity incidents to his Department impacting on any Government Department or agency by the National Cyber Security Centre during each of the years 2020, 2021, 2022, 2023 and 2024; the number of such cases where it was suspected that a foreign state was involved; if he can identify such states; and if he will make a statement on the matter. The NCSC does not publish the details of victims of cybersecurity incidents in the State. However, in 2024 the first National Cyber Security Annual Update was published which provided some detail on incidents in 2023.

The NCSC received 5,276 incident reports in 2023, of which 721 were confirmed as cyber security incidents which required responses. The NCSC also performed 309 investigations in support of victim organisations.

The NCSC does not publicly attribute incidents to country of origin.
