290. To ask the Minister for Finance the estimated revenue that would be raised by increasing stamp duty on any residential property other than the primary residence to 6%; the estimated additional revenue raised by each percentage increase; and if he will make a statement on the matter. Stamp Duty is a tax on the documents which provide for the transfer of property, rather than a tax on individual property transfers. Where a document is chargeable with Stamp Duty, it is calculated on the total consideration paid for any property that is being transferred by virtue of that document.

I am advised by Revenue that information that identifies the primary residence is not available for statistical analysis on the Stamp Duty returns. Therefore it is not possible to provide the information sought by the Deputy.
