To ask the Minister for Communications, Climate Action and Environment if he is satisfied that the provisions of the Department of Public Expenditure, National Development Plan Delivery and Reform Circular 4/2013 are being properly implemented by his Department; if he is satisfied that civil servants whose career breaks are coming to an end are being notified of appropriate vacancies; if he is concerned by instances where civil servants are having their career breaks extended unnecessarily where the Department has appropriate vacancies to fill; and if he will make a statement on the matter. I propose to take Questions Nos. 114 and 116 together.

I can confirm to the Deputy that I am satisfied that the provisions of the Department of Public Expenditure, National Development Plan Delivery and Reform Circular 4/2013 are being properly implemented by my Department and that I am satisfied that civil servants whose career breaks are coming to an end are being notified of appropriate vacancies in my Department through our practices regarding officers returning from long-term leave.

I do not have a concern that civil servants are having their career breaks extended unnecessarily in my Department.

I can confirm to the Deputy the number of civil servants, by grade, in my Department who were on a career break in 2023 of five years or more, was one, a Clerical Officer.

The career break was of five years and 18 days. The career break extend over five years as my Department awaited confirmation that the officer had chosen to leave the civil service rather than return.

The number of civil servants in my Department who were on a career break in 2024 of five years or more, was zero.
