518. To ask the Minister for Culture, Heritage and the Gaeltacht if she is satisfied that the provisions of the Department of Public Expenditure, National Development Plan Delivery and Reform Circular 4/2013 are being properly implemented by her Department; if she is satisfied that civil servants whose career breaks are coming to an end are being notified of appropriate vacancies; if she is concerned by instances where civil servants are having their career breaks extended unnecessarily where the Department has appropriate vacancies to fill; and if she will make a statement on the matter. I am satisfied that the provisions in Circular 4/2013 are implemented appropriately in this Department.

Officers on career break are obliged to contact Departments two months in advance indicating their intention to resume duty. Additionally, the Human Resources team in this Department contact officers in advance of the indicated career break return date to confirm if they will be returning.

Where an officer confirms they intend to return to duty, the officer is assigned to the next available appropriate vacancy for the grade. There have been no delays in assigning officers returning from career break to vacancies.
