726. To ask the Minister for Health if he will provide the details of costings provided to the Department of Public Expenditure, National Development Plan Delivery and Reform, in the context of the National Development Plan 2021-2030 review conducted earlier this year; and to provide a breakdown of each project and its projected cost in each of the years 2025 to 2030. Annual capital ceilings are set out in the National Development Plan 2021-2030 (NDP); on a Departmental basis for the period to 2026 and on an aggregate basis out to 2030. Following the Estimates process each year, the Health Capital allocation is set out in the overall Health vote. In 2024 total funding available for the Health Building and Equipment Capital Plan is €1.138bn.
The revised National Development Plan (NDP) capital allocations agreed by Government on Wednesday 27 March 2024 included additional capital allocation towards healthcare infrastructure. This now brings our NDP Health capital allocation to €1.46 billion for 2025 and €1.56 billion for 2026.
It is on the basis of this annual funding envelope that the HSE Capital Plan is developed. The HSE is required to prepare and submit to the Minister for Health for review and approval an annual Capital Plan. In compiling the Capital Plan, first order priority is given to:
- Existing contractual commitments, i.e. the completion and equipping of all projects in construction.
- Other contractual commitments e.g. Public Private Partnership unitary charges.

The HSE Capital Plan 2025 is currently being developed. The Capital Plan 2025 will be published in line with established procedures once finalised and approved by the Minister for Health.
The Minister and the Department continue to work with stakeholders to explore all available opportunities to improve the pace of capital health projects delivery.
