Immigration Policy

251. To ask the Tánaiste and Minister for Justice and Equality to outline the work her Department is undertaking to plan for the introduction of the EU Asylum and Migration Pact in June 2026; and if she will make a statement on the matter. [42123/24]

Ireland has opted in to the EU Asylum and Migration Pact, which will introduce a more comprehensive, streamlined, and efficient approach to asylum and migration.

The State has engaged with the EU Commission to define and agree priorities for Ireland’s National Implementation Plan (NIP) for the EU Pact on Migration and Asylum to be delivered in line with the June 2026 timeline set. The plan will include new legislation to replace the 2015 International Protection Act and further scaling up of end to end processing resources. A dedicated Pact Implementation Programme Team has been established to coordinate this multifaceted national programme.

The programme work has been divided into seven work streams:

  • Policy and Legislation
  • Technology, Service Design
  • Process and Change
  • Asylum Processing Including Border Procedure
  • Appeals
  • Returns
  • Organisational Design And Resources
  • Reception And Infrastructure
Each work stream team is made up of representatives across relevant Government departments and agencies.

Numerous stakeholders are being consulted in the development of this National Implementation Plan (NIP). That engagement will continue before finalising the plan and during the implementation period.

In line with the Department of Justice’s vision of a safe, fair and inclusive Ireland, the Pact Programme team vision is to provide a rights-based, digital-first asylum service that is transparent, efficient and fair.
