As the Deputy may be aware, the National Transport Authority or NTA has statutory responsibility for the planning and development of public transport infrastructure in the Greater Dublin Area, including Clongriffin DART station.
It is my understanding that the current access from the east side of Clongriffin station in Baldoyle is a stairwell and lift connecting to a bridge over the railway, built some years ago by a private developer and not in the ownership or responsibility of Iarnród Éireann.
I have been informed that the NTA has engaged with key stakeholders to improve the station access arrangements and has made significant progress in reaching agreement on improved accessibility that secures 24-hour access.
While the development of procurement documents for the lift replacement and associated issues was more complex than initially thought, the NTA has now finalised the draft tender documentation. It is expected that the procurement process will commence by the end of October, with the aim of having a tender awarded in January 2025 and construction starting shortly thereafter.
A design is being developed for public realm improvements at the station including removal of fencing, opening up of access routes, and enhanced lighting, CCTV coverage and landscaping. Prior to finalisation, the NTA are meeting with Fingal County Council and the local Crime Prevention Officer to review the design in the context of reducing the opportunities for anti-social behaviour.
A design for the opening-up of the stairwell and replacement of the current façade has been developed and the NTA is commencing engagement with a contractor with a view to progressing the this upgrade.
I understand from the NTA that work on all of these issues is due to be completed next year. We will continue to make funding available to support the completion of these improvement works, which I look forward to.
