To ask the Minister for Education and Skills if she has conducted a capacity review of her Department’s ability to deliver services that they are responsible for in the past ten years to date; the same of State bodies and agencies under her Department’s aegis; if she published those reviews; the number of recommendations implemented arising from the reviews and same for State bodies and agencies under her aegis; if the capacity review was outsourced; and if so, to whom and at what cost. My Department is currently undergoing an Organisational Capability Review which is being conducted by the Department of Public Expenditure, National Development Plan Delivery and Reform. It is expected that the report from this review will be completed and sent for Government approval in early 2025.
In line with the Department of Public Expenditure, NDP, Delivery and Reform’s 2016 Code of Practice for the Governance of State Bodies my department is progressing a programme of Periodic Critical Reviews (PCR) of non-commercial state bodies under its aegis. The Periodic Critical Review on the Teaching Council of Ireland was published on 24 July 2024 and is available at: www.gov.ie/en/publication/d4163-periodic-critical-reviews/. The report contains 47 recommendations, implementation of which is under way by the Teaching Council.

The department procured consultants to support the delivery of the PCR through a Framework Agreement established by the Office of Government Procurement. The contract was awarded to PriceWaterhouseCoopers (PwC) for a total fixed project fee of €258,620 (ex. VAT).
