90. To ask the Minister for Transport, Tourism and Sport if he will consider an amnesty for motorists who have expired paper-based licences (details supplied) and allow them to have a learner permit without the theory test requirement. [40090/24]

Driver licensing law operates within a framework of EU law, which sets out the driver licensing legislation with which all Member States must comply. The format of driving licences, categories of vehicles, and the standards to be met in driving tests to qualify for a licence are all set at EU level.
Supports are provided for individuals who require special assistance to take their driver theory test, including supports for dyslexia and illiteracy challenges. Special assistance needs can be requested when booking the theory test by calling the Theory Test Carers team on 0818 606 106.
My department has no plans to grant an amnesty for drivers who have expired paper-based licences.
