Carer's Allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the State and who is providing full-time care and attention to a child or an adult who has such a disability that as a result they require that level of care.
There is an obligation on my Department to ensure that only those who satisfy the conditions of a scheme receive the payment and the Department must periodically review claims to ensure that there is continued entitlement.
I can confirm that CA was in payment to the person concerned from 23 June 2016. A review of the claim commenced on 07 March 2024.
It is a condition for receipt of CA that every claimant shall furnish such certificates, documents, information, and evidence as may be required for the purposes of deciding their claim.
Following this review, the person was notified that they were no longer entitled to the payment from 14 August 2024 as they had failed to provide some of the information requested in a letter that issued on 12 June 2024. The person concerned was notified of this decision in writing on 18 July 2024 . They were also notified of their right to have the decision reviewed (where further information is available) or to appeal the decision to the Social Welfare Appeals Office.
Subsequently required document were provided and following a review, CA was reinstated on 24 September 2024 with effect from 14 August 2024. The person concerned was notified of this decision in writing on 24 September 2024.
I hope this clarifies the position for the Deputy.
