I have been informed by Revenue that the Irish Passenger Information Unit (IPIU), which is a unit of the Department of Justice, is the competent authority in the State for the collection and processing of passenger name record (PNR) data for the purpose of the prevention, detection, investigation and prosecution of terrorism and serious crime.
Revenue’s ICT infrastructure is currently used to facilitate the transfer of data from relevant airline carriers to the IPIU. Work is ongoing to migrate this process from Revenue’s ICT infrastructure to that of the IPIU.
Once the process is transferred to the IPIU, it can share PNR data or the results of processing of PNR data with certain competent Irish authorities, which includes Revenue and also EU authorities, only for the purpose of the prevention, detection, investigation, or prosecution of a terrorist offence or serious crime.
Revenue has confirmed to me it does not request or receive passenger lists directly from carriers.
