To ask the Minister for Housing, Planning, and Local Government if he is aware of the difficulty of developing multi-unit residential properties for sale to owner-occupiers, particularly in Dublin; if he has considered how the risk could be reduced; and if he will make a statement on the matter. Pathway 3 of Housing for All recognises that lack of viability is constraining the development of apartments for the purpose of sale rather than rent in the built-up areas of cities that are more suited to higher-density residential development. Per section 3.4 of the Plan, Government has established the Croí Cónaithe (Cities) Fund to support the delivery of residential apartments for sale to owner-occupiers in our cities.
The Scheme is a fund to support the building of apartments in the heart of our cities for sale to owner-occupiers and aims to bridge the current viability gap between the delivery cost of building apartments and the market sale price (where the cost of building is greater) and to activate un-commenced planning applications.
The Scheme launched in 2022 and a third call for Expressions of Interest is currently live, with a closing date for receipt of applications of 26 September 2024. The Scheme is managed by the Housing Agency on behalf of my Department with further details available at www.housingagency.ie/CroiConaitheCities.
