98. To ask the Minister for Housing, Planning, and Local Government to provide an update on the delivery of cost rental homes in Oscar Traynor Road and O'Devaney Gardens. [37054/24]

Cost Rental housing represents a key element of affordable housing delivery under the Government's Housing For All strategy, which is being achieved through collaboration with a range of delivery partners including Local Authorities, Approved Housing Bodies, and the Land Development Agency.
In relation to the O'Devaney Gardens and Oscar Traynor Road, my Department has approved funding for the acquisition of cost rental homes under our Cost Rental Equity Loan (CREL) scheme, which can fund up to 55% of capital costs through a combination of long-term, low-interest loan financing and an equity investment in the properties.
In both cases, the provision of Cost Rental homes on these sites will contribute to sustainable mixed-tenure communities in these new developments, alongside social housing and some affordable purchase homes also supported by my Department.
Since the delivery partners involved in these Cost Rental projects are still finalising the delivery arrangements for these homes, it is not appropriate to provide further details at this time. However, full details of the Cost Rental homes will be announced in due course, closer to the time of delivery.

Housing for All, the most ambitious housing plan in the history of our State, was published in September 2021. The Plan contains a suite of actions that has, and continues to increase the provision of housing through accelerating supply and increasing the affordability of homes for our citizens, including for those in Cavan and Monaghan.
Reflecting the importance placed on Housing for All, a record €5.1bn capital investment in housing was announced in Budget 2024. This is made up of €2.6bn in Exchequer funding, €978m in Land Development Agency (LDA) funding and €1.5bn in Housing Finance Agency (HFA) funding. This capital funding being provided for housing in 2024 is the highest ever in the history of the State.
The Plan commits to reforming the planning system to enable house building at scale; encouraging innovation in construction to improve the pace and efficiency of housing building; increasing the construction sector’s capacity to build housing at scale; and tackling vacancy and dereliction.
One key action in Housing for All committed local authorities to publish a Housing Delivery Action Plan. These Plans detail the social and affordable housing needs in their areas over the period 2022-2026, in line with targets set in Housing for All. Each local authority’s plan, including Cavan and Monaghan’s, can be accessed on the local authority’s official website.
Housing for All is working. Supply is increasing. Data in relation to new dwelling completions is published by the CSO on a quarterly basis. In Cavan, 679 homes have completed between Q4 2021 and Q2 2024 inclusive, and 768 homes were completed in Monaghan during that same period. In relation to housing commencements in Cavan and Monaghan, building began on 828 and 752 homes respectively between September 2021 and July 2024 inclusive, with well over 60% of those commencing since the start of 2023.
My Department publishes comprehensive programme-level statistics on social and affordable housing delivery activity by local authorities and delivery partners in each local authority area. Housing for All is having a sustained, positive impact across the country. The Plan will continue to deliver nationally for years to come including for the people of Cavan and Monaghan.
