638. To ask the Minister for Health if he intends to ban the use of commercial sunbeds, given that research has shown the increased likelihood of melanoma in those who use them; if he is aware that An Tánaiste has recently said they should be banned; the steps being taken to do so; to provide a timeframe for the ban; if there plans for a public awareness campaign as to the danger of using them in the interim; and if he will make a statement on the matter. The various policy options and legal aspects to prevent exposure to ultraviolet (UV) radiation from sunbeds are being considered by my officials, including the feasibility of a ban on commercial sunbeds.

The EU's response to tackle cancer is set out in Europe's Beating Cancer Plan. This includes Action 18 on measures to prevent exposure to UV radiation, including from sunbeds. I understand an EU Recommendation on reducing human risks associated with the use of sunbeds is expected to be published.

It is acknowledged that there is no safe limit for exposure to UV radiation from sunbeds when it comes to cancer risks.

The National Skin Cancer Prevention Plan 2023-2026 sets out the actions to tackle our high rates of skin cancer. The Plan uses a multi-strategy approach including education, public awareness and behavioural change campaigns. It includes several actions related to sunbeds, such as raising awareness through education and communication channels. The Plan also involves developing and evaluating education and community outreach initiatives tailored to high-risk population groups. Under the Public Health (Sunbeds) legislation a range of measures are enforced by the HSE National Environmental Health Service.
