Disability Allowance (DA) is a weekly allowance paid to people with a specified disability who are aged 16 or over and under the age of 66. This disability must be expected to last for at least one year and the allowance is subject to a medical assessment, means test and Habitual Residency conditions.
I can confirm that the DA payment of person concerned was reviewed following the return of a weekly payment by their bank, for the payment dated 24 July 2024. As a result their payment was suspended until their new payment details could be clarified.
My Department wrote to the person concerned on the 26 July 2024, requesting up to date bank details to update their payment method. The bank details of the person concerned were received on the 02 August 2024, however the information provided was incomplete. Further correspondence issued to the person concerned on the 07 August 2024 requesting a copy of their bank statement as a digit was missing from the account number provided.
The correct bank details were received on the 27 August 2024. Their payment was reinstated with effect from the 24 July 2024. Arrears of the DA payment from 24 July 2024 to 03 September 2024 have issued via bank transfer to the person concerned.
The person concerned was notified of this in writing on 28 August 2024.
I trust this clarifies the matter for the Deputy.

I can confirm my Department received an application for DA from one the people detailed on 28 June 2024. As their initial application did not contain all the information required to make a decision on entitlement, an information request letter was sent to the person concerned on 17 July 2024, requesting that they sign part 11A of the medical form and get their doctor to complete the part 11B medical report.
A new DA application was received by the Department on 16 August 2024. As the person concerned did not supply all the required information, it was necessary for the Deciding Officer to send a further information request on 20 August 2024, requesting details of all bank accounts held, 3 recent payslips and a copy of the medical report from their doctor.
On receipt of this information, a decision will be made on their DA application and the person concerned will be notified of the outcome.
To date no application for DA has been received for the other person concerned. A completed application form for DA must be submitted to the Department in order to have eligibility checked and a formal decision made on entitlement. An application form has been posted to them.
In the meantime, they may apply to the Community Welfare Service for the means tested Supplementary Welfare Allowance if they are in need of financial assistance while awaiting the outcome of their application.
I trust this clarifies the matter for the Deputy.

Carer's Allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the State and who is providing full-time care and attention to a child or an adult who has such a disability that as a result they require that level of care.
I confirm that my Department received an application for CA from the person concerned on 19 July 2024.
The application was referred to a local Social Welfare Inspector (SWI) on 29 July 2024 to confirm that all the conditions for receipt of CA are satisfied. The SWI has confirmed that the application will be prioritised. Once the SWI has reported, a decision will be made, and the person concerned will be notified directly of the outcome.
I hope this clarifies the position for the Deputy.
