2510.To ask the Minister for Health further to Parliamentary Question No. 19 of 13 June 2024, to provide an update on the SAR/PBC by the project team and the Galway University Hospital’s (UHG) capital programme oversight board for the new emergency department, women and children’s block in UHG; the timeline for when it is expected to move to pre-tender stage; to provide an update on the master plan for the UHG campus; the timeline for when it is expected to be completed and published; and if he will make a statement on the matter. There are a number of significant capital investment projects proposed for the University Hospital Galway (UHG) campus. These include an Emergency Department, Women and Children’s Block, a Regional Cancer Centre, and replacement laboratories. When complete, these proposals will provide state of the art facilities at UHG.

Due to the significant scale and complexity of these projects, a programmatic approach is necessary to ensure the continued delivery of healthcare on a busy and congested hospital campus. To achieve this, a Capital Programme Oversight Board, established by Saolta, has been tasked with developing an integrated, strategic master plan for UHG.

The Capital Programme Oversight Board has met nine times to date, with its next meeting scheduled for Friday 26 July 2024. A Programme Project Manager has been appointed, and this manager, alongside a design team will be carrying out work on the strategic master plan, supported by a Health Planning Team.

The Strategic Assessment Report for the Emergency Department, Women & Children’s Block has been reviewed by my Department and has been returned to the HSE with feedback. This document will now be subsumed into a Strategic Assessment Report/Preliminary Case (SAR/PBC). Saolta’s Capital Programme Oversight Board has been tasked with developing that SAR/PBC into a more integrated and strategic plan aligned to the wider campus master planning.

The approach of the Capital Programme Oversight Board will ensure that the much-needed capital investment in Galway will be based on current and future population demand and reflect integrated service capacity needs. It will also ensure that the practical delivery of investment in Galway is achievable, affordable and represents value for money.

A Programme Project Manager has been appointed and will start in the role from Monday 22 July 2024. This manager is responsible for leading and managing the ongoing development of the strategic masterplan for the UHG Campus and the programme of work associated with delivering this updated masterplan including the major capital projects arising.

The approach of the Capital Programme Oversight Board will ensure that the much-needed capital investment in Galway will be based on current and future population demand and reflect integrated service capacity needs. It will also ensure that the practical delivery of investment in Galway is achievable, affordable and represents value for money.

I have asked the HSE, as Sponsoring Agency with day-to-day responsibility for the development of the new elective hospital in Merlin Park to respond to you directly in relation to the matters raised.
